Every NPC in the casino freezes and doesn't move. It was only the next day when I watched a Youtube video showing them all moving I thought something may have glitched. To put this is more context, I have been facing this issue for the past few days where the trigger for enemies to move does not trigger. Another example of this is Agent ULP when rescuing him in Act II of the Doomsday Heist. No matter what I or my teammates do, he just won't move. Pushing him just causes him to run back down the stairs again. Or, at the very least, it sure seems like it for some people. Based on a handful of gifs, videos and personal accounts, something happened to the NPC AI in GTA Online turning the PEDs and drivers into violent psychopaths who just won't have any of this Import/Export nonsense the players are making a killing with.
